Toxicology report: Pedestrian fatally struck by car was intoxicated

Wintersville, OH —

A toxicology report says that 46-year-old Thomas Cadegan was highly intoxicated when he was fatally struck by a car in Winterville.

The report came back and revealed that Cadegan had a .193 blood alcohol level at the time of the accident, more than twice the legal limit.

It was determined in the investigation that the driver of the vehicle did everything she could to try to avoid the man.

This is the second accident involving a pedestrian and a vehicle on Cadiz Road near the Quick Stop.

While this was ruled accidental, Ohio State Highway Patrol Lt. Chris
Johnson says that drivers should be defensive drivers at all time. The Jefferson County Engineer's Office is also taking action.

"We get the accident report and when you see similar accidents in the same location, it sends a red flag out, and we have to take a look at it to see if there's something we can do to prevent it," said James Branagan, a county engineer at Jefferson County Engineer's Office.

The county highway department doesn't have lights on any of the county roads, because they're a rural highway system, but since this area is more of an urban type area, they are taking a look at ways to improve safety.

The Jefferson County Engineer's Office began an in-house study after the second accident took place. They could receive federal funding and changes, adding lighting to the area, could be made as early as early as July 2014. Branagan said if they don't wind up receiving federal funding, they may still take action on their own.
