Woman charged, man at large after incident stemming from missing drug scale

BELMONT COUNTY, Ohio —

One person is in jail and another remains at large after Martins Ferry police confiscated drugs from an apartment Wednesday night, and investigators said the whole incident started over missing drug paraphernalia.

Police said they received a call from a woman who said a man was pointing a gun at her at the J.C. Manor, Building C.

A man with a gun was nowhere to be found when police arrived, but a quick search of the apartment revealed a 1-ounce bag of crystal meth, which is a drug that police said they don't normally find in the city.

Police also said they had reason to search another apartment in the same building, which is where they found a bag containing a firearm and 3 ounces of cocaine. Police said they also found the remains of crack cocaine that was cooked in a microwave oven.

Melinda Biehl-Wise, 24, was taken into custody and is charged with felony obstruction, possession of cocaine, possession of methamphetamine and drug paraphernalia.

Police are still searching for 24-year-old Rocco Pandoli, who is from Cleveland and goes by the street name "Fresh."

Pandoli has black hair and brown eyes and is believed to weigh about 194 pounds. Police said arrest warrants are pending and he could be facing a kidnapping charge.

Martins Ferry Police Chief John McFarland said the incident stemmed back to a supposed missing drug scale.

"What it all comes down to was there was a female in an apartment and something came up missing, which was a scale. He had thought she had took it, so to keep her from leaving he pulled his gun out and held her there while other people in the apartment searched the apartment to locate the missing electronic drug scale," McFarland said.

Biehl-Wise was transported to the Belmont County Jail.
