ST. CLAIRSVILLE, Ohio —
Lisa Williams of the Belmont County Animal Shelter said passers-by called 911 and St. Clairsville police found the horse limping, malnourished, dehydrated and covered with open sores.
Will Frost, a Missouri man, is expected to be charged with neglect and animal cruelty.
"When the transport trailer came, (the horse) could barely get up into the trailer. She could barely put weight on her back foot," Williams said. "Burger King actually gave him a bucket of water. He had no water on board."
According to a website dedicated to Frost, he is on a cross-country journey. The site says he started in Oklahoma, and though it doesn't say what the trip is for, there are several speculations.
"Supposedly he's carrying the ashes of his dead friend on the buggy to take them to Pennsylvania," Williams said.
Williams said Frost didn't seem to think he did anything wrong. She said the horse only had three shoes and she has no idea how the horse made it this far under such rough conditions.
The buggy was towed and the horse was sent to a local equine rescue. Tuesday, officials said the animal was tired but doing well.
